Cyber Regulation and the Electrical Grid

This event, co-hosted by Columbia SIPA, Venable LLP and the Center for Cybersecurity Policy and Law, will convene in New York City, bringing together leaders from government, industry, and academia to address the growing cybersecurity challenges facing the electrical grid, particularly from a regulatory perspective.

This year’s program will focus on the evolving threat landscape, regulatory coordination, and the policy and technology challenges shaping grid security.

Panel I: Update on Cyber Regulation and the Grid
This panel will explore the latest in cybersecurity regulation for the electrical grid, in particular entity compliance with standards. The new National Cyber Director has said that “regulation is important; it’s in many cases vital but the government needs to “streamline the regulatory burden around cybersecurity.” Panelists will explore key questions, such as how is this likely to play out for energy, how will states get involved for local distribution, and what do those closest to the problem, the electricity companies, recommend?

Panel II: Balancing Regulation for Competing Pressures: Security, Resilience, AI Demand, and Clean Energy
Regulators and electricity companies are getting torn between competing demands. The activities of the Volt Typhoon cyber-threat actors means cybersecurity needs to be an increasing priority to protect the grid, but investments are needed for general resilience as well. At the same time demand is booming with perhaps 100GW of new peak hour capacity needed for AI and other needs, while de-investing in coal and natural gas plants and getting connection approval for cleaner sources. This panel will examine these demands and discuss the best ways to ensure requirements for cybersecurity do not get ignored.

Previous Conferences

  • The first Conference on Cyber Regulation and Harmonization will take place on 13-14 November 2024 at Columbia University's School of International and Public Affairs.

    This event, co-hosted by Columbia SIPA and New York State will discuss regulation of cybersecurity, especially regulatory harmonization.

    In the United States, both the White House and Congress have prioritized regulations and harmonization while the European Union is advancing major new regulations, like NIS2. Featuring keynotes by high-level officials and panels on the latest in cyber regulation, this conference is a must-attend event.
