Kosova, Crafting a Global Strategic Promotion Strategy for a still Unrecognized Democracy

Since its independence in 2008, Kosova has struggled to achieve universal recognition, including admission to the EU and UN. A 2009 government-led nation branding campaign represented Kosova's most significant attempt to shape its international image — an effort that was never sustained nor replaced. Over 15 years later, Kosova’s economic structure and international positioning have evolved; however, global awareness remains limited and international perceptions of Kosova continue to be shaped by outdated post-conflict narratives.

While the government has developed national and sector-specific strategies, these initiatives operate in silos and lack a unified narrative to translate policy progress into reputational capital. Institutional fragmentation across ministries has further diluted Kosova’s outward messaging and limited the strategic impact of existing policies.

Rather than proposing a new branding campaign, the Kosova Capstone 2026 developed a strategic playbook to equip Kosova's institutions with the foundational tools to build and sustain a coherent nation brand over time. Drawing on stakeholder interviews, government strategy documents, and comparative case studies, the playbook provided three deliverables: a governance framework to synchronize nation branding efforts across the public sector, targeted analysis and recommendations for Kosova's two principal external positioning pillars — tourism and investment, and a brand strategy with an illustrative campaign concept demonstrating what coordinated execution could look like in practice.
