How Governments Strategically Harness Technology in the 21st Century

Just as technology can empower people, it can also empower governments and strengthen state control over its citizenry. Eurasia Group asked the Capstone team to look at how governments of the 21st century strategically harness technology to achieve both domestic and international objectives, and how technological advances empowers political entities both on the national and geo-political stage. By analyzing a series of case studies across countries, regime types, technologies and its applications, the final report compared some of the various approaches that governments have taken to incorporate technologies. From these case analyses, the Capstone team drew conclusions on what effects these approaches can have, and the political and geo-political consequences that can result.
