Pay-for-Results Sustainability Strategy for Haiti

The Haiti Impact Facility (HIF) is a novel initiative by the Inter-American Development Bank's Innovation Lab (IDB Lab) to transform Haiti's current cycle of aid dependency and create a more efficient development process. Using results-based contracts, the HIF ties the financing of local development projects to tangible results. Over the four months, the Capstone team's focus was on supporting the strategic planning and technical and financial execution of the HIF and building the sustainability strategy of the HIF that can play a key role in Haiti's Country Office (COF) operations. In the final report, the Capstone team provided best practices for building a transparent and sustainable funding pipeline for the HIF.  The two key questions asked by the clients that the Capstone team aims to answer through its report are: 

  1. Who should be the HIF's funders and investors, and how should we engage them?  
  2. Who is the Haitian diaspora, and could they play an integral role in financing the HIF? 

The Capstone team recommended taking a systemic approach to funder engagement, mainly because of the complexity of the model and Haiti's ongoing political and economic crisis. Regarding the Haitian diaspora potential, the Capstone team developed an action plan that methodically addresses the existing mistrust towards the Haitian government and recommends strategies that ensure sustainability and transparency based on best practices from other diaspora engagement examples in fragile contexts. The Capstone team concluded the report by describing the possible minimum viable products in detail.
