Imagining a Public Sector Skills Marketplace for Jamaica

This project responded to the current efforts of the Inter-American Development Bank to support the modernization of the Jamaican public sector. The objective was to present the conceptual framework and implementation guidelines for a tool that can match public sector employees to job openings and training via competencies – those held by the individual, those required by the job, and those imparted by training. Creating this Skills-Based Job Marketplace aims to improve the current job assignment, training, and retention in the public sector. Some expected benefits include greater accuracy in candidate selection, lowered administrative costs, and standardized information flows between public sector agencies. The proposal was built with the help of the Transformation Implementation Unit, part of the Ministry of Finance and Public Service of Jamaica, and the Innovation in Citizen Services Division at the Inter-American Development Bank.
