This project analyzes the environmental and institutional implications of the Water Resources Development Act (WRDA) of 2006, focusing specifically on pre-construction planning for the Upper Mississippi River–Illinois Waterway system. The report examines the historical and policy context of WRDA legislation, which authorizes federal water infrastructure projects primarily implemented by the U.S. Army Corps of Engineers. It highlights the evolution of water resources policy in the United States, particularly the shift toward integrating environmental considerations and cost-sharing mechanisms with non-federal stakeholders since the WRDA reforms of the 1980s. The study also situates the proposed legislation within broader political debates over federal spending, environmental oversight, and the backlog of authorized but unfunded water infrastructure projects.

The team proposes the creation of a Dedicated Planning Unit to support the first year of WRDA implementation for the Upper Mississippi River–Illinois Waterway system. Their design outlines organizational structures, staffing plans, budgeting needs, and operational timelines to ensure that environmental restoration and navigation improvements can be pursued simultaneously.
