This capstone report examines the barriers limiting private sector investment in Nature-based Solutions (NbS) in Least Developed Countries (LDCs). Nature-based solutions—including ecosystem restoration, sustainable land management, and coastal protection—offer integrated approaches to address climate change, biodiversity loss, and socioeconomic development simultaneously. Despite their potential, global investment in NbS remains significantly below the levels required to meet climate and sustainability targets. The report identifies major structural barriers preventing private investment in NbS projects, including market failures, high perceived project risk, limited regulatory frameworks, weak institutional capacity, and challenges in measuring environmental impacts and financial returns.
The report evaluates a range of financial, policy, and business-driven mechanisms that could mobilize greater private sector investment in NbS projects. These include blended finance instruments, green and blue bonds, carbon markets, debt-for-nature swaps, insurance mechanisms, and public-private partnerships. The analysis highlights case studies demonstrating how innovative financial structures can reduce investment risk and attract private capital in developing economies. The report concludes with recommendations for governments, multilateral institutions, and investors to scale NbS financing, including improving regulatory environments, developing standardized reporting frameworks for nature impacts, strengthening local stakeholder engagement, and integrating NbS into broader infrastructure and development strategies. By addressing these structural barriers, NbS investments could significantly contribute to climate mitigation, ecosystem protection, and sustainable development outcomes in vulnerable regions.
