This report evaluates alternative waste management strategies for New York City following the closure of the Fresh Kills landfill, which forced the city to export most of its municipal waste to distant disposal facilities. Prepared for the New York City Economic Development Corporation, the study investigates emerging technologies that could reduce reliance on landfill export while promoting more sustainable waste management practices. The research analyzes technological, economic, and political challenges associated with implementing new waste processing infrastructure, including siting concerns and environmental justice considerations. To inform policy decisions, the report reviews several international and domestic case studies of innovative waste management facilities, examining their operational structures, financing mechanisms, and environmental impacts. By assessing these examples, the study aims to identify viable alternatives capable of processing large volumes of municipal solid waste in densely populated urban areas.
The report’s case studies include facilities that convert waste into energy, biofuels, or other useful products through technologies such as gasification, anaerobic digestion, and waste-to-ethanol processing. Examples analyzed include the Pencor-Masada ethanol production facility in New York, waste-to-energy and vitrification facilities in Honolulu, anaerobic digestion plants in Canada and Spain, and a gasification facility in Akita, Japan. These cases demonstrate that large cities worldwide successfully process significant waste volumes using alternative technologies while generating energy or reducing environmental impacts. The study concludes that while technological solutions exist, successful implementation in New York City requires careful planning around financing, community engagement, and regulatory approval. Lessons from these international examples emphasize the importance of transparent siting processes, strong public participation, and stable policy frameworks to ensure that alternative waste facilities operate effectively and gain long-term community acceptance.
