Monitoring System for the Transparency and Corruption Prevention Strategy

Lisbon's Transparency and Corruption Prevention Strategy, aligned with national legislation and bolstered by the creation of dedicated departments, seeks to enhance the city's governance. To support this endeavor, Columbia University collaborated with the Lisbon City Council to develop a monitoring and evaluation (M&E) system, including a dashboard, to track progress and improve governance efforts. Through a structured methodology encompassing interviews, workshops, and feedback sessions, the project addressed these challenges and helped refine the strategy's data structure, indicators, sub-indicators and roles. The collaborative approach fostered stakeholder buy-in and facilitated the development of a prototype dashboard.

Ultimately, Lisbon’s Transparency and Corruption Prevention Strategy Monitoring System and the prototype of its dashboard is for municipality leadership who value trust in city management and public accountability and who want/need to monitor internal processes. The System is a methodology and dashboard that provides a way to engage and monitor roles in the Strategy. Unlike traditional ad-hoc requests for information from departments, the System offers an advanced standard for obtaining information (about the indicators) and a structured way of delivering this data to senior leadership providing transparency across departments.
