This workshop report examines the Mercury Emission Act of 2005, a proposed federal law aimed at dramatically reducing mercury pollution in the United States. Mercury is a highly toxic heavy metal that accumulates in ecosystems and poses serious risks to both wildlife and human health. Once released into the environment, mercury can be transformed into methylmercury, a compound that bioaccumulates in aquatic food chains and ultimately contaminates fish consumed by humans. Exposure to mercury can cause neurological, immune, and developmental damage, particularly affecting unborn children and populations that rely heavily on fish as a dietary staple. At the time of the report’s analysis, mercury emissions were widespread in the United States, with major sources including coal-fired power plants, industrial boilers, cement production facilities, chlor-alkali plants, and waste incinerators.
The Mercury Emission Act proposes a comprehensive regulatory framework to address these sources by amending both the Clean Air Act and the Solid Waste Disposal Act. The legislation seeks to reduce national mercury emissions by more than 90 percent from 1999 levels by 2009, primarily through mandatory emission standards and improved pollution control technologies. The report also discusses complementary measures such as labeling mercury-containing products, encouraging recycling and proper disposal, and reducing mercury use in consumer products. While the proposed policy offers significant potential benefits for environmental protection and public health, the report notes several uncertainties, including the long-distance transport of mercury in the atmosphere and the effectiveness of different emission control technologies. The authors conclude that stronger regulatory action, combined with continued scientific research, is essential for addressing the persistent problem of mercury contamination.
