New York City’s PlaNYC initiative aims to reduce greenhouse gas (GHG) emissions 30% below 2005 levels by 2030. While city government has made progress, residential communities and small businesses remain largely untapped participants. This report outlines the design and implementation of a community GHG reduction challenge targeting these groups. The program focuses on three elements: defining community boundaries, measuring emissions, and fostering engagement.
Communities are defined by borough, leveraging residents’ local pride, with energy consumption data aggregated at the zip code level. Community Boards are recommended as focal points for neighborhood engagement. Emission measurements concentrate on building energy consumption—electricity, natural gas, and heating oil—which accounts for 75% of city emissions, and are converted into carbon dioxide equivalents.
Community engagement includes four key strategies: educating participants about emissions reduction, partnering with local businesses and organizations, providing incentives through a points-based system redeemable for prizes, and offering tools for participants to track and compare progress online. The challenge website acts as the central hub for education, reporting, and progress tracking.
Organizationally, the Mayor’s Office would oversee citywide promotion, funding, and data management, while Borough Boards and community coordinators handle local implementation. Zip codes and boroughs achieving the highest per capita reduction would receive prizes, such as street fairs or free concerts. Despite limitations in high-resolution energy data, the report demonstrates that a successful community GHG reduction challenge is feasible and provides a clear blueprint for NYC.
