This report addresses the growing environmental problem of marine debris, which consists of human-generated waste that enters oceans and coastal ecosystems. Plastics and other persistent materials accumulate in marine environments, threatening wildlife, damaging habitats, and creating hazards for navigation and coastal economies. The project analyzes the Marine Debris Research, Prevention, and Reduction Act of 2005, legislation designed to strengthen federal efforts to understand, prevent, and remove marine debris. The Act assigns key responsibilities to several agencies, including the U.S. Coast Guard and the National Oceanic and Atmospheric Administration (NOAA), and calls for improved coordination among federal agencies, researchers, and stakeholders. The report examines the scientific and policy context of marine debris and highlights the need for comprehensive strategies that combine research, monitoring, public outreach, and waste prevention.

To implement the legislation, the report proposes the creation of the NOAA Marine Debris Prevention and Removal Program (MDP). The implementation plan outlines a structured approach to establishing the program during its first year, including the development of a grant program, public education and outreach initiatives, mapping and research activities, and efforts to address debris from fishing gear and other sources. The proposal also includes plans for an information clearinghouse to coordinate data sharing and improve understanding of marine debris sources and impacts. Detailed recommendations are provided for program staffing, budgeting, and performance management to ensure effective implementation. By integrating research, policy coordination, and public engagement, the program seeks to reduce marine debris while strengthening long-term protection of marine ecosystems.
