IFI Strategy: Systematic Plan for UNFPA’s Engagement with the World Bank and IMF
This Capstone project delivered a technical operational roadmap that enabled the United Nations Population Fund (UNFPA) to transition from volatile voluntary funding to a “leveraged partnership” model within the International Financial Institutions (IFIs). By utilizing active project datasets and mapping IFI financial cycles, the team uncovered formalized partnership pathways that were previously non-standardized across UNFPA, and forged a strategic blueprint to navigate the World Bank and IMF frameworks.
The methodology utilized a multi-layered approach: combining a rigorous gap analysis of over 60 active and pipeline operations in priority regions with a comparative study of successful partnership models from other UN agencies (WHO, UNICEF, UNDP, and UN Women). The team conducted deep-dive institutional mapping to decode the specific decision pathways within World Bank Country Partnership Frameworks (CPFs), as well as engaged in various in-depth interviews to verify assumptions, identify gaps, and inform the strategic recommendations. This allowed the team to tailor a specific “entry logic” for UNFPA's mandate into each institutional structure. To ensure analytical rigor, the team supplemented financial allocation assessments to verify untapped co-financing pathways.
The final deliverable was an actionable “Playbook” that translates UNFPA’s four core pillars — family planning choice, ending preventable maternal deaths, eliminating GBV/harmful practices, and population planning — into the “macro-critical” and human-capital language used by IFIs. By systematizing this engagement strategy, the project empowered UNFPA to influence sovereign lending and grants at the source, ensuring that critical mandates for human dignity are backed by the financial weight and policy influence of the global financial system.
