This project proposes a program design for the Global Avian Influenza Network for Surveillance (GAINS), an international initiative intended to improve monitoring and early detection of avian influenza outbreaks. Avian influenza, particularly the highly pathogenic H5N1 strain, poses significant threats to global public health, wildlife populations, and agricultural economies. Historically, avian influenza viruses have been responsible for several major pandemics, including the 1918 influenza pandemic that caused tens of millions of deaths worldwide. By the early 2000s, the rapid spread of H5N1 across Asia, Europe, and Africa raised concerns that the virus could mutate into a strain capable of sustained human-to-human transmission. These risks highlighted the need for a coordinated global system to track virus evolution and migratory bird movements.

The report outlines a comprehensive surveillance network that integrates wildlife monitoring, epidemiological research, and international data sharing. The GAINS program would collect biological samples from migratory birds and use the resulting data to develop predictive models that forecast disease spread across geographic regions. The program also proposes partnerships among governments, research institutions, and international organizations to facilitate information exchange and coordinated responses to outbreaks. The design includes detailed organizational structures, staffing requirements, budgeting plans, and performance evaluation systems to ensure effective program implementation. By strengthening global surveillance capacity and improving understanding of avian influenza transmission pathways, the initiative aims to enhance pandemic preparedness and reduce the risk of future outbreaks affecting both human and animal populations.
