Energy Crisis: Reducing Rising Energy Demands through Tree-Based Conservation Programs - Spring

 In 2011, the Arbor Day Foundation launched the Energy-Saving Trees pilot program to reduce residential energy consumption by providing trees to utility companies for distribution to households. Participants receive trees free of cost and are instructed to plant deciduous trees on the south and west sides of their homes for shade, and coniferous trees on the north side as windbreaks. Properly planted and maintained, these trees reduce heating and cooling costs while providing additional environmental benefits.

The Arbor Day Foundation partnered with Columbia University to develop a policy roadmap for scaling the program at both state and national levels. The team identified several implementation challenges, including high tree mortality during shipping, low planting rates, and the limited ability of utility companies to factor non-energy benefits into cost-effectiveness calculations. These issues prevent the program from achieving a positive return on investment and limit its adoption.

To address these challenges, the report recommends targeting states with energy reduction goals and decoupled utility structures, partnering with local tree-planting organizations, securing funding through investor-owned utilities and state Public Utility Commissions (PUCs), and collecting performance metrics to evaluate program outcomes. The team conducted research to select target states most likely to adopt the program, developed state-level implementation strategies, and interviewed PUC representatives to understand integration into energy efficiency portfolios. Maryland is highlighted as a model state for piloting implementation.

The report also explores opportunities at the federal level and through carbon cap-and-trade programs to fund tree planting, emphasizing the role of trees in carbon sequestration and generating offsets. By addressing cost-effectiveness and strategic implementation, the Energy-Saving Trees program has the potential to expand nationally, reduce residential energy use, and contribute to climate mitigation efforts.
