This workshop report explores the role of forestry projects within the Kyoto Protocol’s Clean Development Mechanism (CDM) as a strategy to mitigate global climate change. Scientific evidence indicates that global temperatures have risen approximately 0.6°C during the twentieth century, largely due to increasing concentrations of greenhouse gases produced by human activities such as fossil fuel combustion and land-use change. Climate change poses significant risks to ecosystems, biodiversity, and human societies, including increased frequency of extreme weather events, ecosystem disruption, and economic losses. In response to these concerns, the Kyoto Protocol established legally binding emission reduction targets for industrialized countries and introduced flexible mechanisms designed to reduce the cost of achieving those targets. One such mechanism, the Clean Development Mechanism, allows developed countries to invest in emission-reducing projects in developing countries.
Forestry projects represent one potential CDM strategy because trees absorb carbon dioxide through photosynthesis and store carbon in biomass and soils. By supporting reforestation or afforestation projects in developing countries, industrialized nations can offset some of their greenhouse gas emissions while promoting sustainable development abroad. However, the report highlights several scientific and policy challenges associated with forestry-based carbon sequestration. These include uncertainties about how much carbon forests can store over time, concerns about the permanence of sequestration if forests are later cleared or damaged, and the difficulty of establishing accurate baseline measurements for emissions reductions. The analysis concludes that while forestry projects have potential as a climate mitigation strategy, careful monitoring, standardized methodologies, and strong governance are necessary to ensure that such projects deliver genuine and lasting climate benefits.
