This workshop report analyzes the proposed Clean Power Act of 2003, legislation intended to amend the U.S. Clean Air Act by establishing national emissions caps for major pollutants from power plants, including nitrogen oxides (NOx), sulfur dioxide (SO₂), carbon dioxide (CO₂), and mercury (Hg). The report situates the proposed legislation within the broader evolution of U.S. air quality regulation and identifies electricity generation—particularly coal-fired power plants—as a major contributor to air pollution and associated environmental and public health risks. Through technical analysis of power generation processes and pollutant formation, the team evaluates the feasibility of achieving proposed emissions reductions while maintaining reliable electricity supply. The report highlights the environmental consequences of these pollutants, including acid rain, smog formation, mercury contamination, and climate change.
The analysis examines policy instruments included in the legislation, particularly the use of a cap-and-trade emissions allowance system that would enable utilities to meet emissions targets through market mechanisms. By allowing facilities flexibility in achieving reductions, the Act aims to reduce compliance costs while maintaining overall national pollution limits. The report also evaluates available emissions-control technologies and alternative energy sources such as wind, solar, and fuel cells, assessing their potential to support the transition to cleaner power generation. Ultimately, the study concludes that the Clean Power Act could significantly reduce harmful emissions while stimulating investment in renewable energy and energy efficiency.
