The Earth Institute created the Millennium Cities Initiative (“MCI”) based on the recognition that development, and especially achieving the MDGs, requires not only a national and rural development strategy but also an urban development strategy. Through research and policy analysis, MCI advises seven Sub-Saharan African cities located near Millennium Villages, aiming to attract foreign direct investment (“FDI”) with a view to creating employment, stimulating domestic enterprise development and fostering sustainable economic growth in order to achieve the MDGs. The objective of this workshop was to conduct research on investment opportunities and constraints in the recently designated Millennium City of Louga, in Senegal. Through substantial fieldwork, including stakeholder analysis, data collection and extensive literature review, the workshop team identified investment opportunities, assessed them in terms of feasibility and impact, and provided recommendations on how to best exploit them.
