Options for Improving Labor Market Information to Promote Job Creation in Ghana

The Design and Technology Institute (DTI), Ghana is focused on anticipating future skill requirements in the country's labor market. They commissioned a project with SIPA to recommend a national data collection framework through a Labor Market Information System (LMIS). The project involved analyzing the Ghanaian labor market ecosystem, studying traditional and complementary LMIS models, conducting research, and organizing a multi-stakeholder workshop. Based on findings, the team identified six recommendations, including launching an Enterprise Skills Survey, strengthening Tracer Studies, reforming the traditional LMIS, developing a framework for the inclusion of the informal sector, building data management capacity, and creating a National Qualifications Framework. These recommendations aim to improve the match between skills supply and demand, enhance curriculum development, address challenges in data collection, support workforce transitions, and minimize skill mismatches. By implementing these recommendations, DTI can work towards positioning Ghana as a manufacturing hub with skilled talent, attracting global attention.
