Monitoring System for the Transparency and Corruption Prevention Strategy

The development of the Transparency and Corruption Prevention Strategy is one of the major commitments made by the current Mayor of the City of Lisbon when he was elected in October 2021. This strategy’s main goal is to build trust between citizens and the Lisbon City Council through a wide range of programs, initiatives, and other actions. This strategy was built simultaneously with the implementation of both the General Regime for the Prevention of Corruption and the General Regime for the Protection of Whistleblowers (national legislation), as well as with the creation of two new departments. The design and implementation of this new strategy is an on-going process with constant adjustments and adaptations throughout the process. Therefore, the Capstone team will create a monitoring and evaluation system, which can give the city’s leadership the data, insights, and tools necessary to track and improve the municipality’s efforts to become a more transparent, inclusive and effective organization.
