Indoctrination and New Forms of Use of Children in Armed Conflict

Although tangible progress has been made in recent years to hold perpetrators accountable and to prevent future violations, there remains an urgent need for more effective programs and policies to address the needs of children affected by armed conflict. Watchlist on Children and Armed Conflict asked the Capstone team to look at the notion of indoctrination of children in conflict, not solely for their use in combat roles, but also in other support roles. The research will consist of a multi-disciplinary assessment combining legal analysis with case-studies (Colombia, Israel/Palestine, Russia/Ukraine). The target audience would be policy makers in New York and Geneva.
