With Rio’s presence on the international stage increasing as the host of the 2016 Summer Olympics the Secretaria Municipal de Conservação e Serviços Públicos (SECONSERVA) is focused on improving the condition of the city’s infrastructure. The SECONSERVA is responsible for maintaining and conserving urban infrastructure in Rio de Janeiro, Brazil. Under its purview is the responsibility for managing and overseeing the process of issuing permits to construction contractors, including utilities (concessionaires), to construct and/or do work in the city infrastructure, particularly on the streets and sidewalks.

The Capstone team was commissioned by the SECONSERVA to address the policy issue pertaining to the municipal, concession, and permit holder relationship.
