How to Smuggle Nukes: Africa Chapter

As the Department of Energy’s Office of Nuclear Smuggling Detection and Deterrence (NSDD) seeks recommendations to engage with countries in Central Africa to prevent the smuggling of radiological and nuclear (R/N) materials, this report explored avenues to create a defense and detection strategy in potential new partner countries in the region. This report identified the risk of nuclear smuggling and underscores areas where the NSDD can partner with new countries. The targeted research methodology comprises the following areas of interest: regional geography; sources of R/N materials, including domestic inventory and potential mining capabilities; economic and human development; indicators of R/N smuggling, including proxy illicit goods; programs and current participation in the region; institutional capacity for R/N detection; and the influence of international parties, particularly China and Russia. In directing efforts toward the region of Central Africa, this report aimed to fill gaps in knowledge and provide recommendations to the NSDD for the creation of future partnerships in the region.
