Personal Details

Lloyd Kass is Vice President of Market Development and Regulatory Strategy for Franklin Energy and AM Conservation Group, a longstanding national leader in the delivery of flexible energy efficiency and grid optimization programs for utilities and government clients in 30 US states. For more than two decades, Lloyd has developed and implemented clean energy policy and programs within utilities and government, as both a public servant and a consultant.  Lloyd joined Franklin Energy in March 2021 to lead the company’s engagement with government, utilities, and a range of stakeholders to grow the business through the acceleration of climate-forward, clean energy policy.

Before joining Franklin Energy, Lloyd spent 5-plus years leading utility strategy for Lime Energy, driving small business energy efficiency programs across the US. Before that, Lloyd directed a strategic initiative, ordered by Governor Andrew M. Cuomo and implemented by New York Power Authority, to scale energy efficiency improvements in government buildings and agency operations.  He also served 10 years at the New York City Housing Authority during the Administration of Mayor Michael Bloomberg, where he was a senior manager responsible for capital planning and, later, energy management and retrofit programs.

Since 2009, Lloyd has been an Adjunct Associate Professor at Columbia University, in the School of International and Public Affairs, instructing graduate students in public administration and environmental policy. Mr. Kass also serves on the boards of the Keystone Energy Efficiency Alliance and the Energy Efficiency Alliance of New Jersey.
