Hans-Martin Boehmer

Hans-Martin Boehmer has worked in international finance and development for over twenty years holding positions in private sector, government, and international organizations.

He is currently Visiting Professor of the Practice at Duke University’s Sanford School of Public Policy and has been consulting for Multilateral Finance Institutions, including the Global Environment Facility, the Inter-American Development Bank, the International Investment Bank, and the Eurasian Fund for Stabilization and Development.  He is also on the teaching faculty of the International Law Institute and Georgetown University’s McCourt School of Public Policy.

Previously, he has been a Senior Manager at the World Bank Group’s Independent Evaluation Group. In this capacity, he has introduced significant institutional reforms to strengthen data accountability and transparency. He has also been Chair of a global initiative to strengthen monitoring and evaluation systems in low and middle-income countries (theclearinitiative.org). Other positions within the World Bank Group included head of Corporate Strategy and Integrated Risk Management, where he was also leading the Innovation Marketplace; a grant funding initiative for small scale innovations with potential for transformational impact. On the policy front, he was responsible for working with the World Bank Group’s senior management on the formulation of Strategic Directions and responses to global development challenges.

He held a variety of operational, managerial, and corporate positions. His operational experience ranges from reconstruction efforts in Lebanon, to debt relief for Burkina Faso, and country management of the World Bank’s program in Russia. His managerial experience includes leading the secretariat for the Education for All Fast-Track Initiative, managing the operations of the World Bank’s Human Development Network, and managing the World Bank’s five offices in the pre-expansion European Union countries. As advisor to the Managing Directors, he was directly involved in the response to the 1998 East Asian financial crisis, as well as the subsequent responses in other areas of the world.

From 2006 to 2008, he was seconded to the UK Department for International Development to lead the policy work in the areas of education, health, and neglected diseases. He was also responsible for the UK’s engagement with global partnerships and innovative financing initiatives in health and education, including engagement with the Global Fund, GAVI, and the development of Advanced Market Commitments and the International Finance Facility for Immunization.

Prior to joining the World Bank through the Young Professionals Program, he worked in the Asia/Pacific Division of the Institute of International Finance, Inc. While pursuing his studies, he held several internships including at the Institute of International Finance, Inc. and the International Monetary Fund in Washington D.C.

He holds a Ph.D. with Distinction in Economics from Georgetown University and an undergraduate degree in Economics from the University of Bonn.
