The Application of Technology and Innovation to Urban Conflict and Casualty Prevention in Ukraine

This project explored the utilization of commercial technologies in the ongoing conflict in Ukraine, as commissioned by the National Security Innovation Network, which is tasked with building new networks of commercial innovators to generate solutions to national security problems. The analysis assessed combat effectiveness of three technology sectors – software applications, commercial space, and uncrewed systems.  Through their analysis, the Capstone team identified five significant implications for future conflicts: 

  • Acceptance of private partners to construct C4ISR networks enabled a network-centric approach to warfare. 
  • Ad-hoc modification of existing technology has expanded system capabilities.  
  • The proliferation of commercial technology in war has encouraged civilian participation.  
  • Sensors and analytic tools and processing algorithms enable constant observation of the modern battlefield.  
  • Non-monetary incentives and favorable business conditions can motivate the private sector to support military operations.  

Based on these implications, the team developed five recommendations for consideration: 

  • Empower existing innovation, development, and procurement structures to react flexibly to the immediate needs of small units and individual warfighters.  
  • Prioritize modularity and cross-compatibility among commercial and purpose-built assets through universal standards for software and capability-enhancing hardware. 
  • Design contracts to allow for the rapid modification and enhancement of capabilities, which prioritizes procuring capabilities over objects. 
  • Encourage primary defense contractors to create gateways into the national security ecosystem for commercial partners. 
  • Develop a comprehensive strategic framework to address the risks that face commercial partners interested in defense collaboration.  

Implementing these recommendations would better leverage the commercial sector, thereby enhancing national security through a more adaptable and responsive defense industrial base.
