Before Ms. Hughes’ position at the WTO, she spent nineteen
years with the Government of Canada, during which she held various positions,
including Director of the Trade Law Division of the Department of Foreign
Affairs and International Trade, Director of the General Legal Services
Division of the Department of Finance, and Senior Counsel of the International
Law Section of the Department of Justice. Ms. Hughes has served as
counsel for Canada before numerous international courts and tribunals,
including the International Court of Justice, panels established under
the North American Free Trade Agreement, WTO panels and the WTO Appellate
Body.
Ms. Hughes will join the Ottawa office of Gowling Lafleur Henderson
law firm in 2006.
