Gary Horlick previously served as head of the U.S. Department of Commerce Import Administration, where he was responsible for the administration of U.S. antidumping and countervailing duty laws and decided major cases involving Europe, Brazil, Korea, South Africa, Canada, Mexico, Japan, India and others; supervision of Foreign Trade Zones; and negotiation of the U.S-.E.C. Steel Arrangement. In addition, he served as International Trade Counsel to the U.S. Senate Committee on Finance. Mr. Horlick was the first chairman of the World Trade Organization's Permanent Group of Experts on subsidies. He was the highest ranked trade lawyer in the world in the 2004 Who's Who of International Trade and Customs Lawyers.

Practice:
Mr. Horlick provides global business, investment, regulatory and negotiating advice to U.S. and international clients. He has handled antidumping and countervailing duty cases in the U.S. and Europe and ten other countries; GATT and WTO cases; and GATT, WTO and FTA negotiations for governments and businesses.

Professional Activities:
Mr. Horlick is a member of various professional organizations, including the ABA International Section Committee on International Trade, the Executive Council of the American Branch of the International Law Association, the Council on Foreign Relations and the Trade Policy Subcouncil of the Competitiveness Policy Council. He is a visiting lecturer at Yale Law School, Georgetown Law Center and the University of Berne.
