The historic and global quest for human rights has arguably
reached a mature
phase. Though the effort to open new areas for codification
and dissemination continues, the emphasis has moved toward
implementation and monitoring of performance. A growing
range of actors are intimately involved in this effort,
including the private sector and NGOs as well as
inter-governmental and governmental bodies. The panel will
address the state of the art from each of these perspectives
and assess progress to date and the obstacles ahead.
