Luis Da Costa Ximenes is the program manager for BELUN. As program manager, Luis is responsible for supervising BELUN’s regional, administration and finance teams, monitoring and evaluating projects implemented across all sectors (agriculture, health, education, etc.), and planning and organizing logistics. He is also responsible for managing (verification and dissemination) the National Database of Community Development Projects, which was created by CICR in 2002 to enhance donor and government coordination in Timor-Leste.

Before working for BELUN, Luis worked on Columbia University’s Civil Society Capacity Building Project, where he was responsible for logistical coordination and field operations from 2003-2003. In 2003, he became the team leader for CICR in Timor-Leste, where, in June 2004, he went on to work with representatives from CICR New York in conducting conflict assessment.

Previously, Luis has worked with the East Timor Humanitarian Response Group. Other work experience includes being a facilitator, working alongside Zachary Metz from CICR New York, for the NGO Open Space Forum, a body created to engender increased dialogue and cooperation between Timorese NGOs. Currently, he is also the main facilitator for the Youth Open Space, which is supported by the World Bank in Timor-Leste.

Luis studied Industrial Engineering at Putra Bangsa University, Surabaya, East Java, having earned a scholarship from the Bishop Belo Scholarship Program. He graduated in 2001. He also attended the International Human Rights Colloquium in Brazil, October 2005, and has received capacity-building training at Columbia University, New York, in May 2005.
