Thomas A. Banker

Biography:
Thomas Banker is a consultant in management, finance, systems, and development, working primarily in New Jersey and New York City. His clients include many local governments, major real estate developers, and labor unions.
His professional experience in the public sector covers more than 25 years, and includes positions as deputy county administrator, County of Essex, N.J.; executive director, Essex County Improvement Authority; director, Newark Public Library; assistant city business administrator, City of Newark, N.J.; and budget director, City of Newark, N.J..
Banker has taught at SIPA since 1989, teaching Public Financial Management, Public Finance, Public Procurement, Turnaround Management and the Workshop in Applied Public Management for the Masters Program In Public Administration, and Management Skills for Policy Makers in the Program in Economic Policy Management, sponsored by the World Bank.
Banker also serves as an adjunct instructor at Rutgers University. He holds a B.S. from Newark College of Engineering (1972) and an M.S. from Rensselaer Polytechnic Institute (1973).
