Steven M. Levine

Biography:
Steven M. Levine teaches public finance.
Since 2002, Levine served as Deputy Director of the Expense, Revenue, and Capital Budget Division of the New York City Office of Management and Budget. He has overseen a staff of sixty analysts responsible for monitoring the budgets and operations of more than 60 agencies and offices, including police, fire, sanitation, corrections, transportation, parks and recreation, and environmental protection.
Levine previously spent eleven years in the Public Finance Department of Moody’s Investors Service, the final four years as Managing Director- regional ratings.
Prior to Moody’s, he served twelve years in the New York City Office of Management Budget, as Director of Financing Policy and Coordination. He served as the liaison with the Municipal Assistance Corporation for the City of New York during the period in which it provided transitional capital and cash flow financing for the city. He also acted as liaison with the Department of the Treasury with respect to the federal guarantee program available to New York City from 1979 – 1982.
Levine also served as the initial Treasurer of the New York City Municipal Water Finance Authority and was instrumental in the creation of the Authority, which allowed the issuance of local government revenue bonds by a municipality within the State of New York.
Levine has lectured and consulted internationally on issues of government financing and financial management in Hungary, Poland, Lithuania, Colombia. Brazil, and at several universities throughout the United States.
Levine holds an M.B.A in finance and a B.S. in economics and accounting.
