Biography:
Phil LaRocco has spent forty years working at the intersection of public and private development activities. From 1970-1990 he worked with a large New York regional public agency, eventually directing its 550 person international and regional development function. Since 1990 he has worked exclusively in energy for development, pioneering the “energy through enterprise” approach in more than twenty developing countries, managing the investment in and mobilizing resources for over one hundred energy enterprises. In 1994 he founded E+Co Inc. and retired as its CEO in early 2009. Through a start-up enterprise, Embark: energy-education-entrepreneurship, he continues his interest in mobilizing resources for developing country energy initiatives. LaRocco's key qualifications and areas of expertise are the creation of innovative financial mechanisms; energy finance and analysis; small business development and planning; capacity building for entrepreneurs; and, the development of tools and training materials. He lives in Syracuse, New York.
