New Fellowship Opportunity
Work for the City of New York?
Consider a fellowship for Columbia’s Executive Master of Public Administration program at the School of International and Public Affairs.
Columbia University’s School of International and Public Affairs (SIPA) has announced a new program to provide employees of New York City with expanded opportunities for executive education.
SIPA will provide fellowship support to a small number of the most competitive and promising applicants from among the City’s vast pool of talent, beginning with the class that enters in the fall of 2009. Fellowships will range from partial to full support, depending on the number of applicants admitted to the fellowship program.
The City of New York employs more than 300,000 people across dozens of sectors -- education, law enforcement, urban planning, transportation, environmental policy, public health, social services, and many more. In today’s rapidly changing world, professionals in these public-sector fields must be lifelong learners, acquiring skills and broadening their horizons throughout their careers.
The Executive Master of Public Policy and Administration program at SIPA’s Picker Center for Executive Education provides these skills. The program is tailored for the experienced professional who is looking for a top-quality, practical graduate program, but who does not have the time to pursue full-time study.
The EMPA trains professionals to be competent and sophisticated public managers by incorporating into the curriculum broad questions of public affairs along with specific analytic, managerial, and communication skills of management and policy analysis. Its rigorous curriculum and hands-on approach to policy and management problem solving will be of great use to New York City government employees, especially those who work closely with nonprofit groups or the private sector.
Participants in the program will be joining the world’s most global public policy community, affiliated with a school that is over 60 years old, enrolls 1,100 students from more than 95 countries each year, and supports an alumni network with more than 15,000 public policy professionals.

Dr. William Eimicke to Serve as Deputy Commissioner for Strategic Planning and Policy in the New York City Fire Department
William B. Eimicke, the Director of the Picker Center for Executive Education at Columbia University's School of International and Public Affairs, will take public service leave in the coming academic year to serve as Deputy Commissioner for Strategic Planning and Policy in the New York City Fire Department. During the year, he will report directly to Fire Commissioner Nicholas Scoppetta and will focus on the implementation of the department's strategic plan, the performance management system, and developing university education partnerships to promote executive and management skill building. "Though we will certainly miss Dr. Eimicke's extraordinary contributions to our work here at the School of International and Public Affairs, we are very proud to be able to lend him, and his many talents, to our hometown Fire Department. We know he will be an enormous asset to the FDNY, and we look forward to his return to the classroom when he completes his public service leave."
Dr. Eimicke is the founding director of the Picker Center for Executive Education of Columbia University's School of International and Public Affairs. Prior to coming to Columbia, Dr. Eimicke served as the director of fiscal studies for the New York State Senate, assistant budget director of the City of New York, and deputy commissioner of the New York City Department of Housing Preservation and Development.
Dr. William Eimicke Wins American Society for Public Administration Award
Dr. William Eimicke has won an award for his manuscript, "Eliot Spitzer: The People's Lawyer," in the fall 2005 issue of Public Integrity. The article was selected by the Ethics Section of the American Society for Public Administration as the Best Paper for volume 7 of the journal in the category of Commentaries, Case Studies and Exemplary Articles.
